The October 2006 BRAC survey and analysis of current military employees and contractors whose jobs have been slated to move to Aberdeen has been published.

Hatem Bridge Update
By Cheryl Mattix cmattix@cecilwhig.com
State transportation officials have agreed to adjust some of their plans to re-deck the Route 40 (Hatem) Bridge over the Susquehanna River starting in 2007.
The changes are a result of suggestions from the Interstate 95 work group that completed its sessions last week.
Local officials asked for changes out of concern that the construction project is expected to overlap with the arrival of 20,000 jobs at Aberdeen Proving Ground. The new jobs will come gradually, starting in 2008, as the military closes Fort Monmouth in New Jersey by 2011.
The state has agreed to implement the following changes during the three-year Hatem Bridge construction project:
* Follow an incident management plan to allow emergency vehicles access to the bridge.
* Monitor traffic congestion created by closing two of the four lanes and be ready to implement changes, if needed.
* Restrict certain trucks from using the Hatem Bridge.
* Replace existing AVI decals for no charge.
* Allow AVI decals at the I-95 toll plaza in the event Hatem Bridge is closed for an emergency.
The state also agreed to upgrade the intersection at Routes 40 and 222 in Cecil County and modify the traffic signal at Routes 40 and 155 in Harford County.
High-speed lanes are being considered for the I-95 toll plaza, whether or not it stays at the Susquehanna River or is relocated closer to the Delaware state line.
